Hill Residential is bringing forward proposals for a new residential community of 62 homes on land off High View in Chalfont St Giles.

Introduction

This consultation has been launched to share clear information about the emerging plans, explain why the site is being considered and give local residents, community groups and stakeholders an opportunity to understand the proposals and provide feedback. Your views will play an important role in shaping the final scheme before a planning application is submitted to Buckinghamshire Council.

Hill Residential recognises the growing need for new homes across Buckinghamshire and is committed to working closely with the community to ensure that any development is thoughtfully planned and sensitive to the local area. Hill Residential is engaging with residents, community organisations, parish representatives and the council to bring forward a scheme that reflects local priorities and responds to the character of Chalfont St Giles, whilst delivering much needed housing in the area in a sympathetic low impact way.

About the Site

The site is located to the east of Chalfont St Giles, set behind existing homes on High View. It is a modest and contained area of land made up of grassland and established vegetation, with agricultural fields lying further to the east. The land is not publicly accessible, and there are no public rights of way within the site itself. The site does not include any designated heritage or ecological assets, and the nearest listed buildings are Ashwells Barn and Ashwells Farmhouse on Chesham Lane to the south east.

Planning Context

The site sits within the Green Belt, but early assessment indicates that it makes only a weak contribution to Green Belt purposes and aligns with the new national Grey Belt policy. This policy allows residential development where there is an unmet need for housing, the land falls within the Grey Belt category, the location is sustainable, and the proposals deliver benefits such as affordable homes, new green space and infrastructure improvements. Chalfont St Giles is defined as a tier three settlement with a good range of services, and the site is considered to be in a sustainable location.

Buckinghamshire Council has no up to date Local Plan and currently cannot demonstrate a five year supply of housing land. In East Buckinghamshire the supply is significantly below national requirements, which means national policy gives considerable weight to granting permission for appropriate new housing unless adverse impacts clearly outweigh the benefits. The emerging proposals for High View respond directly to this shortfall by providing new homes, including fifty percent affordable housing, improved public green space and better access to local footpaths, in a location that already benefits from good connections to village services.
